Why cell phone should be allowed in Upward Bound

I believe that cell phones should be allowed in upward bound. It is understandable to have not be allowed in the classrooms, study table, or the eating times. Any other time i believe they should be allowed. People need to stay connected to the outside world. They should not be isolated when we come to upward bound. Them not letting us use our cell phones in the dorms is not alright with me, or any other student. We all want to talk to our family and friends while here at upward bound. When we come here they make it be like a punishment instead of something at least a little bit of fun. They make it so we do not keep in touch with actually reality, and college is nothing like upward bound makes it seem. they need to give us some type of privilege or responsibtly to be able to connect to the outside world.
